I am having a hard time understanding single action/double action semi automatic handguns (not revolvers)?

When a double action semi automatic handgun is fired, isn't the hammer already pulled back due to pulling back the slide to chamber a round? I don't understand what people are saying on previous questions when they say the double action pulls the hammer back and fires a round with one trigger pull...isn't the hammer already pulled back due to pulling back the slide?
