Not unless you are a current or former policeman or politician. Shooters who have an Illinois Firearm Owner's ID can have guns in their homes and carry them unconcealed to the range or hunting (except in Chicago where you need a special permit to even own a handgun). Illinois does not give reciprocity to most states' carry permits.
