How old to have a CCW permit in PA? Open carry? Own a handgun?

How old do you need to be to have a CCW permit or to open carry in PA? I know that you need to be 21 to purchase a handgun, but isn't there a way to have one "gifted" to you by a family member when you are in between the ages of 18 and 20? Can anyone explain to me how all of this works? Thank you very much.
